Man makes threats to neighbors, talks about ‘guns and bodies’ before grabbing for police taser

MANCHESTER, NH โ€“ Police arrested Setarbosnia Rivas, 26, of Manchester after a report of a Feb. 10 neighborhood disturbance that escalated whenย Rivas allegedly tried to grab a taser from an arresting officer’s belt.

Policeย were sent to 1311 Hanover St. atย approximately 7:40 p.m. for the report of a disorderly manย threatening severalย neighbors. Upon arrival, Officers Derek Cataldo, Cody Healy and Daniel Senechal observed a man, later identified as Rivas, in the parking lot of the Hanover Street apartment building.

Officer Senechal made contact with Rivas and noted he appeared to be “highly agitated.” He also indicated in his police report that Rivas spoke in a “rapid and incoherent fashion” while standing at the rear bumper of a neighborโ€™s vehicle. Rivasย made statements about โ€œguns and bodies,โ€ as he began to pull the license plate off of the vehicle, a 2014 Subaru Impreza. The officers closed in on Rivas in an attempt to place him into custody for his act ofย attempted criminal mischief.

Rivas allegedly attempted to grab a taser from Officer Healyโ€™s gun belt as he was being subdued. A brief struggle ensued before he was placed into handcuffs. Residents of the buildingย toldย officers that Rivas appeared to be acting strangely over the previous 48 hours.

One of the neighbors stated he had been extremely loud and boisterous over the past few days, especially on the date of the arrest. Two of his other neighbors stated he had threatened them prior to police arrival. Based on the information Rivas was charged with two counts of criminal threatening; resisting arrest/detention; disorderly conduct; criminal mischief (attempt); possession of a controlled drug and a preventative detention was placed on him as well.

Officer Cataldo located approximately 7.44 grams of marijuana in a search of Rivas after his arrest. He was transported to police headquarters and February 11 in Manchester District Court.
