MANCHESTER, NH – Manchester Police cleaned house on April 8, removing more than a dozen squatters and sealing up a long-time nuisance property on Lowell Street.
Members of the Community Policing Division teamed up with several city agencies to board up and vacate a bank owned property. The building, located at 287/289 Lowell Street has been bank owned for at least several months, so members of the Neighborhood Enforcement Team (NET) have made multiple visits over the past year.
The NET team is comprised of the following agencies; Manchester Police Department (Community Policing Division), Manchester Fire Department (Fire Prevention Unit), Manchester Health Department, Manchester City Clerk’s Office, Manchester Planning Department and the Highway Department. A member from each agency attends a NET check, which typically takes place eight to 10 times a year. Problematic addresses that adversely affect quality of life in a specific neighborhood are the focal points of our NET Checks.
The Lowell Street address was boarded up yesterday by the current owner, Bank Of America. It was the third Net Check in the past 12 months. The property was last visited in February of 2015 and realized it was overcrowded with “squatters.” Officials made contact with Bank of America, so we could officially remove people from the hazardous address. Bank of America contractors met with police yesterday to board up and seal off the building,.
The building was secured April 8, so no one can reside and/or enter in the duplex style home. This was an important step because emergency services responded to more than 30 calls for service during the past year. The calls included a gunshot wound, a stabbing, an aggravated felonious sexual assault, and 11 overdoses calls-one of which resulted in a fatality.
Thirteen people were removed from the building yesterday, a juvenile was placed in the care of DCYF and four separate arrests were made for people with outstanding warrants. Charged were:
Adam MacAllister, 29, No Fixed Address was arrested on a Probation/Parole warrant out of Coos County.
Bobby Johnson, 44, No Fixed Address was arrested on an active Parole Violation warrant.
Cindy Canney, 33, No Fixed Address was arrested because she failed to appear in court on March 20th. It was the result of an Indecent Exposure/Lewdness charge that stemmed from a
February 17th arrest.
Michael Anthony, 52, No Fixed Address was the fourth person arrested on an outstanding warrant. All four were transported to police headquarters and booked without incident.
