Aldermanic Preview: Closing streets, stopping intersections and a report about a house

The Manchester Board of Mayor and Aldermen (BMA) are set to meet for a series of committee meetings as well as a full board meeting on May 5, 2026. Here’s a preview of some of the things set to be discussed in addition to the expected vote on several Fiscal Year 2027 appropriations that include the city and school district budgets.

Webster House Year-in-Review

Located at 131 Webster Street, the Webster House has been helping at-risk New Hampshire children since 1884 and the year 2024 was no different.

During the BMA Special Committee on Alcohol, Other Drugs and Youth Services, Webster House CEO Michelle O’Malley will provide a presentation on the Webster House’s 2024 year in review, compiled late in 2025.

Overall, the organization posted a $498,059 surplus and helped over two dozen children from age 11 to 17, including nine from Manchester.

All-Way Stop at South Willow Street and Sheffield Road

Manchester Department of Public Works Chief Highway Engineer Caleb Dobbins will provide the BMA Committee on Public Safety, Health and Traffic on a recommendation to stop signs at every part of the intersection of South Willow Street and Sheffield Road where cars are entering.

Expected state-funded reconstruction of the intersection in 2025 has met with delays. The intersection was reconfigured in 2024 to deal with the large number of accidents at the intersection following community feedback.

The middle of this parking lot is actually part of North Church Street, but possibly not for long

Closing part of North Church Street

There is a request before the BMA Committee on Community Improvement from Attorney Daniel Muller acting on behalf of 1361 Elm Street LLC to close North Church Street.

Originally, North Church Street runs from Bridge Street to Myrtle Street as a 20-foot right-of-way alley running parallel with Elm Street. In 1961, the BMA officially discontinued the street from Pearl Street to Orange Street as that part of the street became part of the Pearl Street parking lot.

In this request, the owners of 1361 Elm St. want to repeat that discontinuation from 1961 by closing off a portion of North Church Street between Myrtle Street and Myrtle Street South Back. Currently, that portion of the street cuts the building’s parking lot into two separate pieces.
