Prompted by Councilor Henry Lipman, the city of Laconia decided on Monday to set aside $20,000 from end-of-fiscal year contingency money as a financial incentive for the city police to develop a plan for policing the homeless who use the city parks as living quarters.
Changes in the way the state raises money for education and distributes it back to communities drew large and sometimes emotional crowds to multiple House committees on Tuesday.
The goal was to phase out the grants in 25 years, in theory, leaving individual school districts time to develop a way to locally fund their school districts. But the system has failed the communities whose equalized property value are on the lower end of the scale, says District 2 Executive Councilor Andru Volinsky and John Tobin Jr.
