According to State House records, this is at least the eighth attempt at revising New Hampshire’s state flag since 1989. Seven previous bills also sought to include the phrase “Live Free or Die,” but those measures all failed to gain widespread support. In 2018, the Legislature shot down a proposed study committee to look at ways to modify the flag to include the state motto and an image of the Old Man in the Mountain.

His new world continues to revolve around ayahuasca, a tea brewed from a combination of plants native to South America that its adherents say has healing properties. Januszewski, 46, with tattooed arms and a trimmed beard, is the pastor of Pachamama Sanctuary, a religious organization he founded off of a wooded road in Canterbury that serves ayahuasca to its guests several times each month. Since opening in 2019, Januszewski says he has welcomed close to 2,000 people to the three-bedroom house he rents for a weekend of psychedelic exploration.

The findings come from a review of settlements involving law enforcement obtained by NHPR through more than 230 public records requests, submitted to every town, city and county in New Hampshire. With no centralized system for recording settlements, this is believed to be the first comprehensive look at how often law enforcement agencies in New Hampshire settle allegations such as excessive force, wrongful arrest, sexual harassment, and racial profiling.
