 At the start of 2025, fresh off an election that snuffed any hopes of legalizing recreational marijuana in New Hampshire, advocates turned toward the plant’s medical use.
The NH Therapeutic Cannabis Program has been operating with little fanfare and minimal public attention since it began serving patients in 2016. This year, we look forward to bringing this program out of the shadows and into the light at New Hampshire’s inaugural Cannabis Conference.

The bill in question, House Bill 75, does not attempt to create an elaborate structure of taxation, retail authorization, state-led product testing, or enforcement, unlike past efforts. Instead, the bill simply makes cannabis use and possession legal for all people in New Hampshire 21 and older, and removes any existing reference to cannabis from the state’s drug laws.
With the 2025 legislative session starting on Wednesday and the inauguration of Governor-elect Kelly Ayotte on Thursday, work will begin on the almost 1,000 bills set to be voted on.
