Mayor Ted Gatsas on Wednesday urged Gov. Maggie Hassan to declare a state of emergency to bring more resources to the city to address the rising toll of heroin.
Police arrived to the Pearl Street lot Friday to check the condition of someone inside a parked vehicle, and ended up making an arrest on an outstanding warrant, plus possession of a loaded syringe of heroin.
Adrian Maas, 22, of Nashua, wanted on an outstanding warrant, was arrested Feb. 5 by Manchester Police, charged with possession of heroin after a car he was a passenger in ran a red light. Police found heroin in his pocket as they prepared to take him into custody on an outstanding warrant.

Melissa Boucher used some of the money from the bank robbery to purchase heroin, on which she overdosed. Once revived, she was arrested and has remained in custody on a New Hampshire state parole violation since her 2015 arrest.
Police have released information about two known suspects in the Huse Road shooting.
“What changed was we changed our attitude in America and our practices in the late 1990s in how we deal with pain. Why aren’t we talking about that? U.S. Senator Kelly Ayotte is scheduled to testify at a hearing of the Senate Judiciary Committee on Jan. 27, at 10 a.m., on the opioid abuse epidemic that has reached crisis levels in New Hampshire and across the country. Manchester Police Chief Nick Willard is also set to testify before the Committee.
Governor Maggie Hassan on Jan. 21 signed two bipartisan bills into law, Senate Bill 576 and Senate Bill 447. The bills were expedited by the legislature following a recommendation of the Joint Task Force on the Heroin and Opioid Epidemic.
