January is not messing around when it comes to winter weather. A wet, heavy snowstorm earlier this week has left people around the state without power, although according to utility companies crews are slowly making progress. That’s the good news. Less welcome news is that another storm system is brewing, resulting in a Winter Storm Warning for Wednesday.

During Tuesday night’s Board of Aldermen meeting Manchester Fire Chief Ryan Cashin reported to the board that after exploring all vacant buildings in the city, 39 Beech St. was identified as the best option for standing up a full-time shelter. Cost for a three-month lease, utilities, insurance and fitting up the building is $518,000.

In the end, Judge John Kissinger did not render a final decision. He instead asked the city if it would hold off on the Jan. 17 vacate order if he could deliver his ruling by end-of-day Tuesday. After hearing arguments from Gilles Bissonnette, ACLU Legal Director, and Attorney Mark Rouvalis, representing the city, Kissinger said he needed time to consider all the information presented.

The city on Thursday was put on notice by the ACLU that its “vacate order” for the homeless encampment issued Monday was a “rushed” decision that raises legal concerns with the civil liberties organization, perpetuates the practice of “chasing” the homeless from location to location, and should not be carried out on the Jan. 17 deadline.

Hudson Fire Department Lt. Todd J. Berube died from injuries sustained in the crash, which happened Jan. 9, 2023 at about 6 p.m. in the area of 297 Derry Street, Route 102. The accident involved another vehicle, identified by authorities as a 2018 Mazda 3 sedan. The driver of the Mazda was not injured. Lt. Berube was wearing a helmet, and police said drugs nor alcohol were factors in the accident, which remains under investigation.
