Mayor Jay Ruais testified before the Senate Judiciary Committee Tuesday,  throwing his support behind two bills (SB 14 and SB 15 – see below) aimed at increasing penalties related to  fentanyl possession and distributing a controlled drug that results in death.

Once built and operational the lab will have a staff of more than 50 and the DEA expects to process more than 5,000 drug exhibits a year. The lab will provide forensic analysis for drug investigations for the entire DEA New England Field Division covering New Hampshire, Maine, Vermont, Connecticut, Rhode Island, and upstate New York. Regional laboratories process evidence for the DEA, FBI, ATF, DHS, and state and local agencies.

While these numbers might not be perfect, for a variety of reasons, they certainly don’t lie. The article which is cited as the source for these numbers comes from AMR Representative Christopher Stawasz. In that article he talks about the two best ways of reducing the fatality levels for opioid overdoses. The first is to increase the availability and education about Narcan. Narcan and education about it is widely available, often for free. It will effectively prevent the fatality of an opioid overdose as long as it is administered in time, and administered correctly. The second is to increase education and awareness about best practices for using in ways that will help to prevent more needless fatalities. Most importantly: “Never use alone!”

“When I hear ‘state of emergency,’ I think you’re maybe sending in the National Guard to set up some emergency field hospitals, and bringing in a couple of doctors and nurses to start pumping people through these field hospitals so they can at least detox, reducing the waiting lists and relieving already overtaxed staff,” said Holly Cekala, of HOPE for NH Recovery.
