MANCHESTER, NH โ€“ A call for service involving a bow and arrow came in on May 22 approximately 10:35 p.m. Officers arrived to the Pariseau public housing high-rise on Amory Street, where they were told a man was standing near the window of the 11th floor community room shooting arrows toward Bridge Street.

The man was later identified as Jay Bingel, 36, of Manchester.

Police made attempts to enter the community room, but were initially unsuccessful as Bingel threw multiple chairs toward the door. He appeared unstable and agitated, so trained negotiator Sgt. Allan Aldenberg was called in to begin working with the distraught man.

Sgt. Aldenberg eventually convinced Bingel to drop his bow and resolve the incident in a peaceful manner. Officers finally placed Bingel into custody.

Bingel was charged with reckless conduct, resisting arrest/detention and possession of a controlled drug, due to the fact he had .5 grams of marijuana on his person at the time of the arrest.

He appeared in the 9th Circuit Court-Manchester on May 23, 2016.
