Terry Roy (R-Deerfield) said in the committee report recommending that the bill ought to pass. He says the bill lets minors be exempt from criminal prosecution if they use a hypodermic needle or syringe on someone who has asked them to do so for medical purposes.
Currently adults are legally allowed to do this. Minors are also allowed to due this now during emergencies under Good Samaritan laws.
Opponents
Matthew Stone (R-Claremont) said there was no evidence of a single juvenile being prosecuted for usage of a syringe or needle on another person.
He added that the bill could entice children to possess syringes or needles filled with illegal substances and then they could face possession charges.
