Mammoth Road development gets approval, but still needs snow removal plan

MANCHESTER, N.H. – On Thursday, Dec. 18, the Manchester Planning Board voted to approve a planned development and site plan application for a 4.66-acre five-building, 30-unit townhouse-style project on Mammoth Road.

Neighbors behind the proposed development voiced their concerns during a request for variances from the Zoning Board of Adjustment as well as the public comment period for the development and site plan application.

One of the key concerns from those neighbors focused on flood and stormwater management and the board discussed a related issue: a lack of room for snow storage or turnaround radius for snow removal vehicles.

There was also concern over the use of construction vehicles along Melrose Drive, one of the neighboring streets connecting to the project. Board member Bob Gagne stated that it would be likely that some construction equipment working at the side of the project opposite from Mammoth Road may have to enter the project through Melrose Drive.

โ€œI think itโ€™s going to be pretty tough to have zero traffic (on Melrose Drive), said Gagne.

A motion was made to approve the site plan request with two conditions. The first condition required the applicant to work with the Manchester Department of Public Works to develop a snow removal plan and if a plan cannot be developed, the request would return to the board. The second motion would request a construction plan coordinated with the Department of Public Works that minimizes the use of construction vehicles entering and exiting on Melrose Drive.

The motion passed on a 6-3 vote.
