Judge Amy B. Messer in Hillsborough County Superior Court Northern District,  issued the ruling in Attorney General John M. Formella’s civil action case against Ackerly, who was 16 at the time of the April 20, 2022 incident. The state is seeking preliminary and permanent injunctive relief as well as the imposition of a $5,000 fine. A hearing on that portion of the case is set for May 15 at 1:30 p.m.

Dr. Shannon Bader, chief forensic examiner of the New Hampshire Office of the Forensic Examiner, diagnosed Owusu, 21, of 6 Ahern St., as suffering from schizophrenia on Feb. 4, 2020, when he stabbed officers Brendan Langston, Olivia LaCroix and Kevin Shields.

This week, after a three-hour hearing on Monday, Judge Polly L. Hall, presiding in 9th Circuit – District Division- Manchester, dismissed both cases.  She didn’t write an order explaining her decision but checked boxes on standardized forms that said Lavigne didn’t prove Alvarez engaged in “prohibited practices” under tenant and landlord laws, and that he did not stalk her as defined under state law.
