Thomas Bozoian is a candidate for Ward 7 Alderman.

Background: 38 years total working for the city of Manchester.

How long have you lived in Manchester? My whole life (59 years).

If elected, what steps would you endorse to address the issue of homelessness in the city?

I’ve seen firsthand how tough things can get for people down on their luck, but I also know we need to keep our neighborhoods and parks safe. I’d work with city staff, police, and nonprofits to make sure we’re helping folks who want help while keeping order and safety for everyone else.

If elected, what steps would you endorse to address the issue of housing costs?

We need to make it easier to build quality, affordable housing while maintaining neighborhood character. People who grew up here should be able to afford to stay here. I’d support more affordable housing done the right way. Through good planning, solid infrastructure, and neighborhoods that still feel like Manchester.

If elected, what steps would you endorse to address the issue of attracting and retaining quality city employees? 

I worked at the DPW for 38 years, so I know what it’s like out there. When you treat people right and give them the tools they need, they’ll show up every day and take pride in their work. I’d prioritize fair contracts, training opportunities, and making sure departments have what they need to do their jobs effectively. That’s how you build a strong city workforce.

What is your perspective on the city’s roads, transit system and parking? If you believe improvement is needed, how would you accomplish that? 

Our roads and sidewalks are important — I’ve worked on them most of my life. We need to stay on schedule with maintenance instead of playing catch-up. There’s a lot of challenges most people don’t experience. I’ve worked on this my whole career. I’d also like to see more public transit options and smarter parking downtown to help businesses.

What is your opinion on the city’s parks, library and entertainment offerings/public events? If improvement is needed, what should be done? 

Our parks, libraries, and community events are what make Manchester feel like home. I support continued investment in public spaces and programming that brings people together. Clean, safe, and well-maintained parks are an investment in our quality of life.

What is your opinion on the city’s policies regarding property taxes and other fees (i.e. – pet licenses, parking meters, etc.) 

People are stretched thin right now. I believe the city must balance responsible budgeting with respect for taxpayers. Every dollar we spend should serve the residents directly. We should avoid new fees whenever possible and focus on efficiency. I’ll make sure your tax dollars are spent wisely, not wasted.

What are your thoughts on the city’s business climate and how would you attract more businesses to come to Manchester or convince more people to start businesses in Manchester?

Manchester’s a great place to start a business and people know that. Now we’ve got to make sure those businesses can stay strong. That means keeping costs down and being a city that actually listens when small business owners speak up.

What is your opinion of the state of education in Manchester and what should the relationship be between the Board of School Committee and Board of Mayor and Aldermen?

Good schools make good neighborhoods. The city and the school board need to work together — not against each other — to give our kids every chance to succeed.

Anything else you’d like to add not mentioned here and what is the best way voters can reach you if they have more questions?

I’ve spent my life serving Manchester — from 38 years with the Department of Public Works to volunteering in youth sports and community programs. I know what this city needs because I’ve lived it, worked it, and cared for it. I’ll bring that same dedication to City Hall.
