MANCHESTER, NH โ On July 1, 2015, at approximately 2 p.m., staff at the Division of Motor Vehicles in Manchester, alerted New Hampshire State Police โ Troop G to the presence of a manย who had used fraudulent documents in an attempt to obtain a New Hampshire driver license.

The New Hampshire State Police requested the Manchester Police Department make contact with the man, who identified himselfย as Javier Perez Pabon, 27, of Manchester, and a second man, who had acted as an accomplice.
Manchester Police officersย spoke withย Pabonย and his friend, who identified himself to police asย Victor Manuel Caraballo Miranda, 50, of Reading, PA. ย Troopers were able to confirm that the documents that Pabonย had provided were fraudulent.ย While Troopers were speaking to the two men, Mirandaย removed his cell phone and physically damaged it, in an attempt to destroy evidence.

With the cooperation of U.S. Immigration and Customs Enforcement, officers were able to ultimately identify Pabonย as Francis Villar de la Santos, 36, of Roxbury, MA.ย Officers were also able to identify Mirandaย as Rafael Zapata, 46, of Boston, MA.ย ย Furthermore, it was discovered that both Villar de la Santos and Zapataย wereย citizens of the Dominican Republic who had illegally entered the United States.ย
ย The New Hampshire State Police took both men into custody at the Division of Motor Vehicles in Manchester. Villar de la Santosย was charged with unsworn falsification, multiple counts of tampering with public records, and prohibitions. ย Zapataย was charged with falsifying physical evidence; prohibitions; and two counts of possession of a controlled drug. ย Villar de la Santos and Zapataย refused bail and were held at the Hillsborough County House of Correction.ย They were scheduled to be arraigned in the 9th Circuit โ District Division โ Manchester Court on July 2, 2015 atย 8 a.m.
