
MANCHESTER, NH – A city man faces a possible life sentence after being indicted on a felony charge accusing him of selling drugs to a man who later died from an overdose.
A Hillsborough County Superior Court Northern District grand jury indicted Steven Hallock, 41, of 11 Congress St., on charges of sale of a controlled drug, death resulting; sale of a controlled drug, fentanyl, and sale of a controlled drug, crack cocaine. The death resulting charge is a special felony which, on conviction, carries a sentence of up to life in prison.
According to court records, Justin Nagy, 28, of 158 Dionne Drive, died on Aug. 2, 2025. Deputy Chief Medical Examiner Mitchell Weinberg determined the cause of death to be fentanyl and cocaine toxicity, the two substances police say he obtained from Hallock.
What is a Grand Jury indictment? According to the NH Law Library, an indictment is a criminal charge against a person by a Grand Jury. A Grand Jury considers evidence presented by the County Attorney or the Attorney General and decides whether there is sufficient evidence to formally charge a person with committing a crime. It is part of due process. Any accused individual is presumed innocent until proven guilty by a court of law. Grand jury indictments are released to the media each month as part of the public record. The grand jury handed up 281 indictments for March. Among those indicted were:
- Adalyn Barbetta, 20, of Schuyler St., robbery; criminal threatening with a firearm; conspiracy to commit robbery, and kidnapping. On Nov. 11, 2025, Barbetta is accused of acting in concert with another in threatening A.B. with a firearm during a robbery. The kidnapping charge alleges Barbetta confined A.B. under her control with a purpose to commit a crime against A.B.
- Luis Busi Valcarcel, 23, of Elm St., burglary and first and second-degree assault. On Dec. 9, 2025, Valcarcel is accused of entering the home of M.B. and striking him in the eye, causing him to lose his eyesight.
- Paul Christiansen, 39, of Salmon St., 10 counts of possession of child sexual abuse images and one count of distribution of child sexual abuse images. On Dec. 5, 2025, Christiansen is accused of possessing child pornography depicting young girls engaging in sex acts with men. On May 19, 2025, he allegedly distributed on BiTorrent or a similar peer-to-peer program a video of a prepubescent girl being raped by a man.
- Michael Cote, 44, of N. State St., Concord, robbery. On Dec. 11, 2025 in Manchester, Cote is accused of robbing TD Bank on Franklin Street. According to the indictment, Cote told JM, “This is a robbery, I am armed. Put the money in an envelope.” Manchester police arrested him within minutes of the robbery.
- Jonathan Cruz, 18, of Hayward St., 1E, four counts of aggravated felonious sexual assault and one count each of attempted aggravated felonious sexual assault and felonious sexual assault. Between June 1, 2025 and Aug. 31, 2025, Cruz is accused of sexually assaulting a five-year-old.
- Cindy Encarnacion of Eastern Ave., first-degree assault. On Dec. 31, 2025, Encarnacion is accused of cutting L.C. with a knife.
- Matthew Ferraro of Main St., Salem, robbery; criminal threatening with a firearm; kidnapping; reckless conduct with a deadly weapon, and felonious use of a firearm. On Nov. 11, 2025, Ferraro is accused of confining A.B. while threatening her with a firearm and robbing her.
- Dwight Pingue, 57, of Davis Road, Merrimack, first-degree assault with a firearm. On Sept. 6, 2025 in the area of 218 Pine St in Manchester, Pingue is accused of shooting a man. The man’s injuries were not life-threatening.
- Dagoberto Sanchez, 38, of Bartlett St., three counts of criminal threatening, deadly weapon and two charges of being a felon in possession of a deadly weapon. The indictments stem from two separate incidents. On Oct. 17, 2025, Sanchez is accused of pointing a firearm at H.A. and on Dec 14, 2025, he allegedly pointed a gun at K.S. and said, “Next time I see you, I’m gonna kill you.”
- Stephen Sanzone, 36, Beech St., 11 counts of nonconsensual dissemination of private sexual images. On three different days in January 2025, Sanzone is accused of uploading to OnlyFans.com sexually explicit images of someone he intended to harass and who did not authorize the distribution of the images.
- Austin Tenney, 30, of Celeste St., 17 counts of distribution of child sexual abuse images. On Feb. 2, 2025, Tenney is accused of sending a user on the application Kik videos depicting prepubescent children engaging in sex acts.
