Manchester Police Chief Dave Mara facilitated the hour-long debriefing between the various agencies to go over the lockdown, which was the direct result of a former student who had entered the school with a handgun. The handgun was later determined to be a pellet gun and the former student – Damian Johnson – was ultimately charged with falsifying physical evidence, criminal trespass and disturbing school in session.

At about 10: 15 a.m. on Sept. 30 police say Holly Jubrey, 60, of Manchester was driving west on Varney Street when she reportedly became distracted by one of her two dogs, and crashed her vehicle. The crash knocked down two telephone poles and caused PSNH to temporarily disconnect power, so she and her dogs could be pulled from the vehicle.

Officer Pat Mullen arrived with the transport wagon. Following protocol, he conducted a search of Morin prior to placing him into the transport wagon and while doing so, Morin became hostile towards Officer Mullen. Morin was eventually secured and seat belted into the back of the wagon, but as the officer walked out of the wagon, Morin kicked him on the side of his leg and made derogatory statements toward Morin.

Debriefing after an emergency is routine practice so that everyone involved can evaluate current emergency plans and procedures to improve safety. Superintendent Dr. Debra Livingston will meet with school board members in a non-public session, in accordance with administrative rules*, to brief them on the results of the evaluation. Specifics on any changes to policy or procedure may be released publicly in order to protect the integrity of those emergency plans.

A $10,000 reward is being offered by the U.S. Marshals Fugitive Task Force for information leading to the location and arrest of fugitive, Matthew Thomas Dion. Dion is wanted by the Manchester, New Hampshire Police Department on outstanding arrest warrants for 2 counts of 2nd Degree Murder, Arson and Possession of Child Pornography, all of which are relating to the arson fire and homicides of Dion’s parents in March, 2014.

According to a police narrative of the incident, about 11:30 p.m. Manchester Police officers Clifford Ellston and Tom Whelan answered a call to Raxx, 1195 Elm St., to deal with a disorderly patron who had allegedly assaulted the nightclub manager. Royer was armed with a knife during an argument with bar manager Michael Desrochers.
