In this capacity, he came across a startling conclusion: people with mental health disorders lived shorter lives than the rest of the population. To him, this was unacceptable. After several months of reviewing options and exploring possible sites for a new West Side Manchester community center, the Board of Directors of the Mark Stebbins Community Center (MSCC) and the Board of Commissioners for the Manchester Housing and Redevelopment Authority (MHRA) announced on Thursday the two entities have signed a 75-year lease to build and operate a new facility for local children and residents at Kelley Falls.

Investigators have identified all of the involved parties to the shooting, and the ongoing investigation includes whether the person who shot Carlos Rodriguez acted in self-defense. Investigators believe there are additional bystanders who have not come forward to report what they saw and/or heard.  Any individuals with direct information about this event who were behind or outside the Red Arrow Diner at 61 Lowell St., are asked to contact the Manchester Police Department at (603) 668-8711 and ask for the Detective Unit.

It’s anticipated that tonight’s presentation by Director of Housing Stability Adrienne Beloin during the Nov. 21 Board of Aldermen meeting will show that the pathway is slow-going and filled with all sorts of tangible challenges. The board earlier this year approved maintaining the shelter through June of 2024 with funding for the engagement center to come from the initial $1.14 million Fiscal Year 2023 money allocated to the shelter.

In a pair of rulings on two separate lawsuits, Judge David Ruoff of Rockingham County Superior Court found the state is not meeting its obligations to provide students an “adequate” education. In one ruling, Ruoff found the current $4,100 base adequacy rate — the minimum amount of money the state sends to public schools for each student — is not enough to meet the state’s constitutional requirement to provide an adequate education.
